TvT audio files Empty TvT audio files

Been fiddling with the sound files in TvT; I found some neat explosions and gun sounds in my old Panzer Elite and M1Abrams custom installs, but some work and some don't. Don't know what the issue is. Am I correct in assuming the TvT engine can only hande 16 bit 22050 khz stereo files?
If that is the case I have a problem: my Windows 7 64bit OS is refusing to resample to 16 bit: it keeps reverting to 32 bit float. I have tried several audio programs (Audicity, Goldwave, Switch), but none work. I assume it is Windows preventing me.
    Does anybody know a solution?

Thanks! Will try that. I found in the log files that audio is playing at 22050 stereo. Can I adjust that somewhere?
