I keep gettin' this message ...
ENGINE WORN OUT
I get this continously and I haven't even put the engine under any type stress ...
Is it a bug ?

If you are in the T34 then you will need to keep the revs down to 1600 rpm the burn out times in the Beta are wrong for the 34.

Oops ...
Sorry I should have specified which tank I was in ... it was the tiger
First mission , I start the engine and move forward maybe 10-20 yards and stop and start engaging the enemy
While sittin' there I started to receive the message ENGINE WORN OUT
Is that normal ?
How do I prevent it if it is ?
What are the consequences if I continue to run the engine and can it be repaired in game and if so how ?

Yes it is, keep the engine revs below 2200 rpm in the tiger and it wont happen. You would not sit in your car whilst revving at full revs. To reduce or up the revs tap the the dwon arrow when in drivers view to reduce the revs or the up arrow to increase revs.
Switch the engine off and it will take 30 mins before you can move without getting the driver moaning in your ear.

But I would think that the engine would last a little longer then the 10-15 minutes I was sittin' there idle

Trust me in real life it would not 2800 rpm is way in the red zone for the tiger engine revs and would very very quickly lead to an engine failure. knock the revs down to 800 rpm and it should sit there all day happily.
